送ってはいけない事例
eBayに良くある詐欺の手口で、偽の入金案内メールにEMSのトラッキング番号を返せば入金されますよ〜というのがあります。もちろん、発送してトラッキング番号を送っても決して入金などされません。
もう１つ、似たような話ではペイパルのeCheckの支払いで、支払いが未処理(Uncleared)の内にアイテムを送らせて、その後送金元の口座を空にしてバックレルというものあります。しかしその場合は、セラーさんに届くPaypalからの入金案内メールには、支払いのステイタスがclearedになって実際にPaypalのアカウントへ入金が完了するまでは、アイテムは発送しないようにとの注意書きが添えてあります。

If you are shipping an item, please do not ship it until the funds have cleared into your PayPal account. You will be notified by email when the funds have cleared into your PayPal balance.
では、入金が保留になっているのに「発送できますよ」というこのメールは一体なんでしょう？
21 Days Hold Policy
これは、2008年初頭にリリースされた21 Days Hold Policy ・Occasional holds on paymentなどと呼ばれているeBayの安全対策に引っ掛った場合に届くメールです。
- eBay歴が短い、フィードバックが少ないのに高額($100以上)アイテムを出品している
- video games(ゲーム関連)、 cell phones(携帯電話関連)、computers(PC関連)など、リスクが高いと思われるカテゴリに出品している
- Negative評価が5%を超えている
- DSRsが少ない
など様々な理由により、取引きのリスクが高いと判断された時、支払いがPaypalによって最大21日間保留(Pending)されます。
詳しくは、eBay内のFAQ-Occasional holds on paymentで、またはPaypalの日本語ページのヘルプで「一時保留」で検索すれば説明が出て来ます。
2007年にスタートした安全対策のPaypal Payment Review と似ていますが、Paypal Payment Reviewが送金を受取るセラー側を盗難カードからの支払いなど不正な送金から守る為の措置だったのに対して、21 Days Hold Policy (Occasional holds on payment)は主にバイヤーをリスクの高いセラーから守る為の措置。
この一時保留を受けるかどうかは入金があって初めて分かる事もありますが、出品時にアラートが出る事もあります。
PayPal may hold some of your payments in your account. PayPal will release the hold when you receive positive feedback or after 21 days without a buyer dispute, claim, chargeback or other action.
支払いが自分のPaypalアカウントに入金されたのを確認してから発送するのがeBay取引きのお約束ではありますが、21 Days Hold Policyで保留された場合は例外です。バイヤーさんからPositive評価をもらえば21日より前でも保留が解除される場合もありますから、速やかに発送すべしです。発送したからと言って、21 Days Hold Policyに引っ掛らない通常の取引きとリスクに変わりはありません。
バイヤーに影響は？
21 Days Hold Policyで入金が保留されている事はバイヤーには伝わりません。お金はPaypalが保留しているのであって、バイヤー側の決済は完了しています。バイヤー側にとっては通常の取引きと何ら変わりがありません。
自転車操業のセラーさんがこれに引っ掛ると、資金繰りに困ってしまう事があるようで、保留解除の為に「先にPositivefフィードバックを付けてくれ」と依頼して来る事もあるようです。バイヤーとしては「No, I can not leave positive till I get my item.」とお断りしてあげるのが筋です。
なんて事もあります。
